fraud and delay in refund

I wanted a new internet connection, got a call from a guy saying he can provide me with a wifi device also for 4000, i rejected the offer of 3700 only because he was offering me the wifi router….but later no body came to install the internet conection and the guy whom i given the money is not picking up the fone…i called up tikona and they said they will not provide the router just the connection that too they never came to install ..its already the 7th day but they promised it will be done in 3 days…the registered office of tikona is in bhandup..there no. is 18002094276
