Fedex paid custom duty without asking me for $60 samples from china

Hi,

I have ordered some samples from China, sellers sent me the goods by Fedex
Cost of product including shipping is $60.
Fedex paid custom duty in indian custom without asking my permission and paid 1100 rs, now they want me to pay 1100rs and then they will deliver goods.
for the sample there are some rules in custom. and they paid full duty.
they should ask the receipent whether to pay custom duty or not. how come they can pay the full custom duty on sample or any other item.
i have already paid $60 to seller , and without paying 1100rs they will not deliver the goods.
so i m totally lost i have lost my $60

pls find some resolution for my problem.
