False commitment by customer care.

Hi,
I am Rakesh, I am like to give a complain on my gsm no 9062496148. Am received a sms on 10-07-2013 from TD-612830 that “special RC35: Full Talktime + Local Tata Call @ 1.2/6sec +other Local & STD Call @1.2P/2sec. Talktime & tariff Validity 90days ( tariff start within 72hrs ). I am recharge on same date and am not received the tariff ben. Am also contact with docomo customer care they told me that such types of sms was not send towards my no. Senior supervisor of docomo give me false commitment that a complain was taken and my SR Id will send to my mobile but there is no complain taken.
