extrabilling than tariff

Location/place: chennai

Name of company/service: tatadocomo

according to company plan in 39 rupee recharge we can call on Local and STD call half paise per second for 30 days. but after 9 days they are cutting 1.2 paise per second . they are not ready to listen my problem. last 7 days they are making me fool. that it will be ok after 24 hours. but todat is 8th day nothing is done by company.plz tell me where can i lodge complain.
