Documents are not returned

Location/place: Bangalore

Name of company/service: Airtel

Airtel has collected the documents for Broadband connections on 6 June 20113,but they are unable to provide the services because of Technical problems, then I have asked them to return the documents to avoid the misuse of the same (As we have seen in TV, criminals use some others Sim to carry out crimes).
But Airtel is refusing to return MY documents because they say it is the Airtel Policy not to return the documents once it has been collected from the Customer.
Companies can make n number of policy for there own benefit,Please let know is there any Government guidelines are there for not returning the documents?
If So let me have a copy of that, In this regard Customer will never below in Individual company policy.
For a while if I believe in Airtel policy Please send me a scanned copy of my documents so that I can be assured that it is in Airtel Custody.

    I think the need has not yet arise.
