At Union Bank of India’s Regional Office Kolkata there happened to be a fully functional purchase committee consisting five officials for dealing with all matters pertaining to all purchases of the region, in respect of such items where individual cost of each item exceeds rupees twenty-five thousand at a time. All the proposals were routed through this committee ensuring maximum transparency in the various purchases and tendering process.
Now over the last few months powerful vested interests at the office has ensured that the committee is phased out. Present regional manager Mr Nihar Ranjan Samal has shown no initiative to restore the functionality of the committee. Instead he is coercing other officials to fall in line with the vested interest group by deliberately hindering the independent review and evaluation of the purchasing documentations and its proper scrutiny. There is a high risk of collusion with suppliers at the cost of the bank’s resources. M/s Kumar & Kumar is one such vendor who is thriving despite the fact it does not have sufficient manpower at its disposal to service bank’s requirements. The situation is alarming and a few individuals are tarnishing the image and goodwill of Union Bank of India.
Deliberate acts of omission and commission in the various purchase process of the bank brings only defame and bad reputation to the esteemed organization. Preservation of discipline at controlling offices is of paramount importance to ensure customer delight and satisfaction. Honest officials of the bank must be protected to ensure that the future of the bank is in safe hands.
Please initiate some action from your side for early restoration of the Purchase Committee to ensure proportionality, transparency, accountability and fairness in the procurement process at the bank’s Kolkata Region. The matter won’t be left out till the time sanctity of an independent committee overseeing the purchase and tendering at the concerned office is duly restored.
