Disconnection of landline phone

I have BSNL LANDLINE connection.But i can’t use it when i need it.Most time i get dead.i had launched complain in my local exchange but the problem is not solved.My connection belongs from west bengal telecom circle,murshidabad district and Khargram exchange..My alternate contact no is 08513987123
