DIDN’T RECEIVE THE REFUND OF FAILED TRANSACTION

I’m student need to pay the exam fees of cgpsc of Rs.417.
I paid the Rs.417 on 21 January through netbanking with transaction id : IG0BISLEG3 and Reference number : DTE1601210008292016012116IG0BISLEG3. Amount is debited and but Transaction did not get authorized. I filed a complaint on sbi against complaints number : PT9992222560136.
Sbi customer service representative told me to repay the fees saying that it will get refunded to my account. I waited till I see a msg prompted on the login page of cgpsc application form saying your last transaction was unsuccessful please repay the exam fees. Then I paid the same Rs.417 on 23 January through netbanking with transaction id : IG0BIZERL5 and Reference number : DTE1601210008292016012307IG0BIZERL5. This time transaction successfully authorized. And Amount of rs, 417 get debit completing the payment. You can observe my cgpsc user id : DTE160121000829 is same in both the reference number

I just received a msg resolving unfairly by state bank saying your complaint has been attended to and closed after resolution as:It has been observed that your transaction has been successfully placed contact to your merchant.

CGPSC told me contact bank,
for the same transaction I had to pay twice and not received the refund of 1st transaction as said by state bank support representative.

I don’t know what to do. I again registered the complaint in sbi with id : CS1021722663076
