Credit Card was not delivered but bill came with One Time Charge

I have applied for up-gradation of my Standard Chartered Titanium card to Manhattan card after the repeating requests from the bank. I didn’t understand it is going to bring so much trouble for me. I didn’t get my new card and their courier guys said ‘Flat was LOCKED’ & returned. I checked the security camera and my complex security guard too. My mom is retired a person and she always presents at home. We are more than 100% sure about the delivery was not happened. I have received the pin and regularly getting the hard copy of the Titanium card’s bill at my home address.

From the very beginning we have informed the bank about the matter over the email. Only 1st time I got the reply from that bank said they send the card again. But I haven’t received anyway. Now it is a full mental torture, now no reply from Bank, no proper response from bank help line. Standard Chartered is the well-known bank and people can trust them but believe me such incidents very common. And we remain helpless all the time. After few days they will start to force me to pay the amount, send the muscle people to collect money. Can I get some help here.
