I WAS USING TATA DOCOMO PHOTON NO. 9216621099 WITH A/C NO.982805918 SINCE JUNE 2012, I HAD MADE A COMPLAINT NO.394037725 IN DECEMBER 2013 THAT I AM UNABLE TO USE IT SINCE AROUND 2-3 MONTHS DUE TO SPEED PROBLEM.

I AM UNABLE TO USE IT SINCE AROUND 2-3 MONTHS. MOST OF THE TIME NOT EVEN A SINGLE PAGE/WINDOW IN THE BROWSER OPENS UP.
WHENEVER SOME BROWSER WINDOW OPENS I CHECKED THE SPEED THROUGH speedtest.net WHOSE RESULTS ARE ATTACHED.
SO IT IS CLEAR I WILL NOT PAY SINGLE PENNY FOR THESE 2-3 MONTHS AT ALL, FOR WHAT SHOULD I PAY IF YOUR DEVICE IS NOT AT ALL WORKING. I WILL DIRECTLY GO TO CONSUMER COURT/FORUM, IT YOU DID NOT RESOLVE MY ISSUE.
SO FIRST MAKE IT WORK PROPERLY AND THEN YOU CAN CHARGE FOR YOUR SERVICES.

Your number is barred due to Non-Payment. We request you to please clear the pending outstanding amount of Rs 842 to restore your number after that we can arrange technical visit for speed issue. TILL NOW NO ACTION WAS TAKEN BY THEM, I AM GETTING THEIR CALLS TO DEPOSIT THE BALANCE OUTSTANDING PAYMENTS.
AND TODAY I RECEIVED A CALL FROM SOME THEIR LEGAL PERSON THAT THEY ARE SENDING ME LEGAL-NOTICE FOR NON PAYMENTS.
SO I AGAIN WROTE TO THEM TODAY i.e. 13.05.2014 :
Dear Sir,
As there is no response and corrective action from your side regarding the speed issue of my device, whose proofs (i.e. speed test results) I had already sent you in my previous mails, I request you to permanently disconnect my this number (which you had already barred) and take your device back and refund me the amount of that device.
