complaint regarding sim card activation

Dear sir
I bought two sims of Reliance on 24/03/2014 but are not activated till date. When I contacted the shopkeeper he is saying that the problem is with all the sims.
Its been a month that he neither is returning me the money I paid nor the IDs .
The sim no. are :
1. 8991054060000136417
2. 8991054060000136474
This complaint was registered with you on 25 apr but still neither I got my documents and money back nor my sims are activated.

The address and phone no. Of the shopkeepers are:

Narang communication
near vijay mandal
Kalu Sarai
New Delhi
Phone no. 26524766

Also when I told him that you will get a call from consumer court he replied that he is not afraid of consumer court, go and do whatever you want.

Sir please intervene in this problem asap.
