college is not giving my marksheets.

my name is abhishek vashistha .
i passed master of computer applications from galgotias institute of management and technology.this college is affiliated to uttar pradesh technical university and this college is in greater noida.i have passed mca in 2014
.i have paid all semester examination fee 1st year fee in 2011,2nd year fee in 2012,3rd year fee in 2013 and also give all semester exams.i also have a all years fee receipts.
but when i go to college to take my marksheets they are not giving my marksheets
and tell first pay 47000 rupees and collect your marksheets.
so college is not giving my marksheets.
so sir please help me.
