cheating and very poor service

Name of company/service: tata docomo

i tuk post paid connection in dec 2011 connection number is 9880847001 .from that day to this day they are not providing proper service .and they are not responding properly when we call or we send email about service ,they charge to send bills but they wont send mobile bill if we ask them sorry sir next time we wil send i excused once twice but till today they are not sending now they disconected my number without sending bill .so i said i am not paying any bill until u pay for your mistake and you shud provide proper service then only i vill continue with your service
