Cheated by providing wrong wifi connection

Hello Sir/Mam,
This is Shikha Rai and I have taken MTS wifi connection on dated 19th August, 2014 from some Ravi Tyagi, Tyagi Communications, Indirapuram. He took Rs. 1500 and told me that the data card MDN- 8459986338 will provide 9.8 mbps speed. He told me that he will send the bill by evening from company but he did not then next day i called him for bill then he sent the bill. The data card/ wifi does not even provide 1 mbps speed. Many times I have filed compliant to MTS customer care. 2 person has also come but raised their hand by saying that the problem is with MTS network in your area. They intensionally wasted 10-12 days by making false statements and i have sent them mails also to refund my money back but they replied that they will not refund my money. They fooled me and cheated me, also they have eaten my money. These MTS bastards are fooling Ghaziabad People. My office and personal work have also suffered because of not having internet connection. Please help me, I want my money back and also would like to charge case against Ravi Tyagi, Tyagi Communications, Indirapuram because now he is not even picking my call.
