Cheated by zim shipping company

Dear sir/mam
Due to some reason customs ( nhavaseva) hold my container for 9 months and after give certificate not to charge any amount by shipping company and CSF but still zim Shipping line charge rs approximately 1700000
Which is illegal , I also complaint in police station, I have all leagle document for this complaint,
Hope you resolve my case as soon as possible
