Case dragged by Resp for 5years

I had filed the case on the file of State consumer forum on 13.8.2008 for non deliver of the possession of the flat and till date it has not come to a conclusion and the respondent advocate are using all the rule of the law book to see that it gets adjoured at every time and the forum is not bothering about the fate of the complainanat. what steps has to be taken in this regard? Please help.
