Builder is asking for NOC from bank with existing loan

Name of company/service: Siddhi Gaurav Enterprises

Hi,

I bought a flat from Siddhi gaurav enterprises in Thane for which I took loan from LICHFL. Now I want to transfer my Loan to SBI for which i need to submit a NOC from builder to SBI.
However, to procure this NOC, Siddhu Gaurav Enterprises is asking me to get a NOC from LICHFL stating that they have no objection in transfering the loan to other bank. Is the builder liable to ask this type of NOC? As per my knowledge no bank gives such NOC.
If the builder is not liable to ask such NOC, what should I do?
