BSNL is haunting me

I have been using the telephone land line no 03228-266822 till 2009 March before BSNL disconnected it citing bill payment issues. The last bill I have received in March 2009 mentions that net payable amount is Zero (0). But since then I have received two letters, one from a lawyer appointed by BSNL in 2012 asking me to pay Rs 3867 to his client, another one in Sep 2014 from Accounts Officer of BSNL claiming that I need to pay Rs 8190 and according to this letter the service suspension was on 26th Sep 2012.

Before I state my complains I would like to give you a brief about the development.

1. In March 2008 I have applied for a wired broad band connection and have obtained a prepaid connection by paying Rs 2500.

2. July 2008: I have applied for a plan up gradation and Pre-paid to post-paid conversion , knowing if I stick to pre-paid mode I need pay a hefty amount at one go. The application was submitted to Mr Ganguly, in Tamluk, who was taking care of the issues related to accounts in Tamluk.

3. But in August 2008, I was slapped with a bill of Rs 8000 plus and I have submitted a request to Mr Ganguly to resolve the billing issue.

4. June to Sep 2008: In the meantime my telephone was down for several weeks during June-Sep 2008 due to damage to wires in several areas in Tamluk (for reasons like digging the road). And I was not being able to access the broadband eventually. For this also I had submitted requests to Mr Ganguly.

5. Nov 2008: Since for two consecutive months my billing issues were not taken care of I had written one more letter and this time, after reading the letter, Mr Ganguly was not ready to accept the letter. Upon asking him to give in writing why he wouldn’t accept the letter he agreed to receive. And my BB was down during this time too.

6. Then for 3 months nothing happened. In March 2009 my telephone was officially disconnected. Received a bill which says that payable amount is zero.

7. May 2012: I have received a letter from a lawyer who claimed Rs 3867 on behalf of BSNL.

8. Sep 2014: A letter Accounts Officer of BSNL arrives and claims that I need to pay Rs 8190 and according to this letter the service suspension was on 26th Sep 2012.

I would like to request you to consider the followings
1. If the issues of non-connectivity is considered it should be me who should be refunded instead of BSNL. Because I was being billed even when I was not being able to use the BB.

2. Because of the non-performance or inactivity of a BSNL officer the situation became complex. Because of one single person I was barred from the service for which I had paid in advance.

3. In 2009 when BSNL disconnected the payable amount was Zero. In two years after disconnection it became 3867 in 2 more years its 8000 now. The scariest of the lot is “the service suspension was on 26th Sep 2012”, 3.5 years after the disconnection!

I would like to know
1. How can I stop them from haunting me again and again?
2. Is there any provision to get the refund of the prepaid amount?
3. Am I eligible for any compensation for the harassment during the service and there after?
