Billing of Data services

Location/place: Dadar, Mumbai

Name of company/service: Airtel

I use the airtel 249 plan which includes 200 mb gprs usage. For the billing period 23-4-2013 to 22-5-2013 I have used roughly 145 mb as per the bill but the entire amount is not discounted though it is below 200 mb. Their explaination to this is since I used 3g for some time in between the 200 mb usage got cancelled. I have been seperately charged for 3g usage for which I am fine. But the entire 2g should be a part of the 200mb…how can that part which is part of base plan just get cancelled. 3g and 2g plans are separate and should be treated as such…they charge seperately (10ps per 10kb for 2g and 3ps per 10 kb for 3g) which explains billing and plans are seperate then whyon using one the other gets cancelled? The service executive Mr. Ravikant was not ready to open ticket for this query on my insistence. This is denial of service as well.
