BILLED DATA USAGE THROUGH BLOCKING OF HELP LINE

Name of company/service: VODAFONE ESSAR LTD.

I’m a customer of Post Paid service Vodafone No. 9830010893. I’m facing a critical controversial problem on Applied Charges on Data Usages at my Vodafone Bill dt. 21/4/13 from Vodafone.
This problem started since 12/04/13. I am describe shortly the problem an relevant conversations following :
12/4/13. : I’ve got Data Usage Intimation SMS, where I got to know, that the limit of free usage was going to finish ( the value approx was Rs. 19,386.00 which was nearest to Rs. 20,000.00 as value of 2GB).
12/4/13 : I was tried urgently contact Customer Care for switch over to higher rental plan for avoid the data charges, but all the lines : 9830098300/111/198 was partial blocked.
13/4/13 : Repeatedly tried
on 2nd day. As per previous
day remain the problem same.
14/4/13 : Last day of trying to call, then I send a mail for inform related customer care, Reply Ref No. 1321156002 dt.22/04/13.
15/04/13 : I was got a call from Customer Care, I registered my request for switch over to UNLIMITED 199. It applied from15/04/13. Thereafter till date activated.
21/04/13 Bill received Rs.5678/-. Here shown that Data Charges Rs.4,678/- will be payable.
On 22/04/13, I got reply of my mail HELP LINE non connectivity Ref.:1321156002 that this problem resolved.
Thereafter a prolonged Departmental Up to the Nodal Officer, Reference Docket No.1329051628.
From the office of the nodal official, they informed me that .94GB usage is genuine an chargeable. So the charges of usage / consumption of .94GB I have to pay.
Now, I want to know the basis of why & on which logic, I pay the amount.
As my knowledge except the period of 12/4/13 – 15/4/13, allows my data plan was covered exemption of usage charges.
My handset is running on O.S Windows, if i wanted to stop the usage for non connectivity of HELP LINE. Then for stop of the usage / consumption, i have to switched off.
Im agree with Nodal that ‘THIS IS GENUINE CHARGES’, So I have to pay the same. But not cleared the roll of
my Complain for ‘I.V.R PROBLEM ‘.
If I’ll get the HELP LINE on the first time. Then this situation doesn’t came.
One side I paying ‘RENTAL INCLUDING CUSTOMER SERVICE’ but nothing got at the urgent time. Other side excess usage cost raised & charged in Bill, for negligence of Help Line.

We customers are liable to pay the charges.
It’s like for Crime of Vodafone, We Customers are compensate on behalf of VODAFONE.
As my usage is genuine as well as non – connectivity also genuine.
My justified payment of Rs.1,100/-against this bill, my usage charges under my locked up situation is much more painful for my mental & physical trees will I getting from Vodafone for last 30 days, Vodafone also liable to compensate me.
