Beam cable neither shifting my connection to house address and nor providing my money back

Hi,
I was using Beam telecoms internet connection for more than one year in suryanagar colony in tollichowki.In June,2012 i shifted from suryanagar colony to akbarpura colony in tollichowki.I paid Rs 1020 for one month connection charge and RS 300 for shifting in advance.They promise to shift the connection within 7days.Now, 4 months has already been crossed, they have not taken any action. I have given 15 to 20 complaints to beam telecom customer care executives on this issue, but till now my issue was not yet resolved.Even to get rid of the issue the customer care excutives sometime cutting the call or staying on line without giving any answer.When we raise a ticket for complain in their portal,they use to close the ticket with out any consent.
They are not even providing me enough information like whether they can able to provide me connection or not by any specific time. Due to this issue, it personally impacted on my day to day work & business.
Now a days , they use to call me at the begining of the month,when its time to pay for the next month connection.And when i say that the connection has not shifted,so give me my money back,they say that the money return is not possible but the technical team will contact very soon.Without shifting the connection they are generating bills for every month and sending it to my email id. They have turned the whole thing into a joke.

Can you please look in to this issue and take necessary action on them and help me get my balance amount back.
