Balance not transferred from inactive sim

My father recently went to US for 6 months. He recharged “idea mobile number” for almost 3000 rupees including international roaming package. Used phone couple of times in US. He almost has 2000 rupees left as balance. When he returned last week to India, his SIM was inactive and when I called customer service the response was not satisfactory and didn’t even get the process explained properly So visited local idea store to find out the process. They said that the SIM was inactivated as it was not used for 90 days and above. They have asked us to go to Idea Customer service head office in Hyderabad. We went to the head office, they have asked us to get xerox copies for identity and address proofs. We have provided the same. They said that the SIM was inactivated and if you are lucky you might get the same number else you should take the new number.
Luckily they said, the same number can be obtained. But when asked about the balance in the previous SIM, they said that the balance 2000 rupees will not be transferred and will go for Idea.

How come companies take the customer hard earned money?
Why the SIM be made inactive, if there is balance already present in the SIM?
Even it made inactive, if customer provides the needed proofs why are they not transferring the balance money?

When I asked these questions, there was no satisfactory answer.
