Balance Deduct

Dear Sir,
I am writing to request you to Refund my balance of Rs 23 having number: 8010848590 GSM which was deduct by Reliance through vas Services which was not activated by my side and everyday deduct Rs 3 for this services. I am using this number only for net purpose and good number. Tried many times to cust care 198 but IVR Instruction line is busy and call disconnect.
Kindly Request Pls refund my whole amount its a criminal offence of Money Theft without my permission. (Im very fed up with Reliance services pls provide me resolution on Urgent Basis other wise I WILL GO FOR SUSIDE DUE TO HARSSMENT and Reliance is Responcible for this.
