baggage damage claim

Location/place: navi mumbai

Name of company/service: Jet Airways

Checked in baggage was delayed and delivered in damaged condition. Company refusing to accept any liability and asking passenger to file complain and deal with their local baggage handling service. As ticket issued by airline, baggage tag (checked in) by airline and also delivered after 10 days by airline, I have no proof or contacts of the local baggage handler.
