Article not delivered on time and not returning the money

I ordered a Rakhi online through Indiatimes shopping. The cost of rakhi was Rs 105/-
I was provided an option of adding Kaju Katli with Rakhi which was additionally chargeable. I added 100g of Kaju Katli and was charged additional Rs 95/- for that. This price of Kaju Katli was listed separately in the site. I was overall cahrged Rs 220/- including shipping and my ordere comprised of one Rakhi and 100g Kaju Katli which were supposed to be delivered together as a single order to my brother.

My brother received the Rakhi but Kaju katli was missing. I called up customer care who gave me a complaint no and said that Kaju katli will be delivered by Rakhi.
2 days after Rakhi, i.e 4 th August, I called up customer care again to tell them that Kaju Katli has not been received and that I want the money for Kaju Katli back. I was told that a complaint has been lodged already and they are working on delivering Kaju Katli, the same communication I has with them a week back. According to their customer care, the Kaju Katli is along with rakhi so money can’t be returned only for that.

My point is if it was a single order, then why were the two not delivered together. Also, I was charged Rs 95/- additionally for adding Kaju Katli to my order and Rakhi was charged separately as Rs 105/- If the company can’t deliver the stuff on time and after all this fiasco, they still have no idea about when the item will be delivered, they have no right to keep my money for their irresponsible behavior.
