Apartment not approved by BBMP

Location/place: BANGALORE, MARATHAHALLI

Name of company/service: VKC DEVELOPERS PVT LTD

VKC developers launched a project on panathur, Marathahalli on october 2011. I booked a apartment and paid Rs 75000 as advance.They promised me that the contruction will start on Feb 2012. When i booked they said the got the BBMP approval and got the number.But the contruction is tet to started. I cancelled the booking on May -2012. Till now they didnt return my advance money. I sent sevaral mails and tried all the possibilities to get my money. They are deducting Rs15000 and they are not giving valid reason for the deduction.Now they are telling they are waiting for the BBMP approval.There is no mistake from my side.They are not responding properly.
