Not allowing me to Replace SIM

i got blocked my aircel sim card.
i went to store, requested for SIM replacement, they asked me for photo and id proof.
i submitted and paid Rs. 80/-
they gave me anew sim card.
when i inserted.. it’s showing :sim card registration failed”
what’s wrong with aircel.
i caled to customer care, emailed many times. till now no response from the,,,
coalled Nodal Officer through phone..
he answered me for first time…
now he is also ignoring my call.
i want my SIM back..
what to do?
how do i take action against them?
