Airtel Network Issue: Unable to call a Toll Free number “000117” from my Postpaid

I use Airtel Corporate Postpaid Mobile number 9958088071. For past few weeks(~4-5 weeks) I am unable to call a Toll Free number from my mobile mentioned above. I raised a complaint to the customer care @121.airtel.com with complaint#74924880 on Feb 20th, 2017.
The main issue occurs when I enter UP-WEST circle. However the toll free number works on other Telecom providers such as IDEA, VODAFONE etc without any issue. The issue is only with the Airtel network in the UP-WEST CIRCLE across for all the users. I have been given assurance from the Airtel team since Feb 20th that the issue will be resolved in a day or so. I have raised the issue to Airtel Nodal and Appellate Authority but they were also not able to resolve the issue and they have closed the ticket yesterday without taking any confirmation from my side and do not want to further resolve the issue. Need urgent help to resolve the issue
