AIRTEL giving false excuse and delay in refunding the amount back

I have applied for airtel broadband connection on 12th Sep, 2013 my CEF No is 504791.
I have given advance payment for the next 3 month with total amount of Rs.1650 to Mr. Mohammed Jaffar Pasha with Emp Id- Bb3130005 and gave all particulars and photographs and address
proof at the same time. It was told within 2 days I will be getting the connection. Then latter after 2 weeks with repeated notifications and complaints to the officers in airtel customer care as well as to Mr Sarang the zonal manager of Hyderabad I was told that an internet line was not possible
in the location. As the same issue is mentioned in of the complains, then it seems it has became a practice for airtel people to commend this.
I was told that my money will be refunded back within 15days of their business process. I agreed to process and left over for 15days.

It has been more than 40 days, I am still on the same page. They give an excuse that they have changed their courier partner because of which it is getting delayed.
I got this excuse on the 15th day of my call to them, and still they are changing their courier partner on my every call.
They have shown great enthusiasm while collecting the amount, within no time they reached my door steps, why cant they show the same while refunding it back. Moreover why they are not aware of the areas where they cant provide their connection.
Before collecting the amount they should aware of this.
Because of this kind of irresponsible behavior of those airtel people I am afraid to deal with any airtel related stuff.
Very disgusting.
