After applying for home loan In online amount deducted from my account

Dear sir,
My self chethan bojaraju I had applied for fresh home loan through online(I’m not existing customer) in Bajaj Finserv website on 12/06/2018 and they said loan will be disbursed with in 24hrs but loan is not sanctioned and amount is also not refunded at the end of the application it asked to pay secure fee of Rs-9999/- for approving the loan so I payed the fee .. after paying I got a message from Bajaj Finserv “744836 is your Mobile Verification Code & Reference Number is BAN011260125. We will call from 020-67348300/30635800/30646700, if eligible. Thanks, Bajaj Finserv” till date I dint got any response from Bajaj Finserv even after visiting the branch in Richmond Road 3rd floor prestige towers Bangalore and mailing them a number of times.and customer care number is not connectable. I want my money back into account or else I’m taking this action seriously my contact number is 9663812350
