about metre changing and its meaningless charge.

I am chamanlal patel from ahmedabad.some days ago,torrent power has changed our metres only in street not in whole socity and installed new metre.they has given charges around 6000 to 8000.realy we can’t understand our charges.they have given us thret to stop electicity flow.please i have tried a lot for clarification about this charges but they are not ready to listen.
