They Black marketing gas on my name and not provding my indane book.

I have applied for gas connection in Bhaskar Gas Agency on 29 Apr 2014, they have not given me my gas booking book or registration paper. I have given the money and they provide me the money receipt. After some time they provide all the accessories and product which normally given after new connection and kept my money receipt but they don’t provide me the registration paper or passbook. I inquired number of times they said me your connection is not released. Now i have transferred from my organization (Food Corporation of India) and i have to join new place of posting. After a long time they told me that they will refund my money and no connection is there. They black marketing the gas on my name and refunding my money. But gas connection is centralized and i can’t take a new connection on my new place of posting. I have the indane gas cylinder, lighter appron, gas burner etc provided by them.
