Registration issue

I have purchased a Yamaha SZ-RR in feb 2014. I went to District Transport office and have completed all the formalities for registration,but I have come to know that my model is not in the transport office database,so I didn’t get the RC(registration certificate). I was told to contact the Yamaha dealer,I talked to them and they told me to wait for few days..and now it has been more than 7 month..still I am not getting the RC.
Without completing all the formalities in the Commissioner of Transport office,Assam they are selling that model.
