Reliance GSM fraud on RC 247

Honourable Consumer Court,
I would like to file a complaint against Reliace [email protected] My details are as below.

Name: Keshav Kumar Kabra
My Reliance number: 9555964774

I recharged with RC 247 on 15th March 2013. Neither my 3G data pack got activated, nor did I get Rs. 150 promo talktime. I am calling 198 for the last two days, but every time I get the same reply that there is some technical difficulties and they are unable to view my account details. And now they are not picking the call. I have been trying patiently for last two days, but now they are getting on my nerves. I want justice in this case. Please help.
