Balance deduction

Location/place: India

Name of company/service: Tata Docomo

An amount of Rs.125/- is deducted from my account, and when I spoke the customer care they agreed to return the balance with in 3 hours and is not refunded even after 3 days. Now when I am calling the customer care, they are answering the call and disconnecting after hearing to my issue without any reply.
