3G + internet connection

I have charged for 3g data for my aircel chennai no on March 31st, I called customercare 3 times try to sort out that my mobile is not getting internet connection. Each time they asked me to change the setting which I did but still no internet connection leave about 3G. Then I was told to contact 198, I must have tried about 300-400 times from my other aircel no also for the last 4 days but I am getting the same response “our executive our busy:, we are experiencing heavy traffic” I tried during several times during the day right from 6 am til 3 am in these 4 days but still the same msg…I don’t know how the **** it is always having heavy traffic even at 3 am. I want this to be solved immdly else I am will be filing complaint in consumer forum
