Wrongly Activated Packages

Name of company/service: Videocon D2H

purchase of product by giving 1690/- and i have tell the vendor to active one package but another package has been activated. so when i contact to both vendor is telling mistake done by Videocon and vice versa so to whom should i go and solve my Problem.
