Subject : Request for improving service delivery system of Marriage
Certification at ‘S’ Ward Bhandup – west.

Respected Sir,
I, Mr. Pravin Digamber Ghadi, residing at Bhandup (W) is trying to apply for registration of marriage certificate. As per rule I need to submit my application before 90 days from date of marriage for which BMC charges Rs. 90/- + Rs. 100/- = Rs. 150/- charges. I got married on 27th November,2013 and I had tried to forward my application on 26th February, 2013 before completion of 90 days, I was expecting to pay Rs. 150/- charges as per rule. But I had been communicated by ‘S’ ward staff that they accept only six application per day each for verification and submission of respective documents. For the same purpose they give numbers at 10 a.m. everyday. People come at around 4 a.m. to your office to get this number from your staff for which they need to make entry in your register at entrance gate at 8 a.m. The problem arises just because the member who comes first is getting chance to make application for registration and only six members per day can apply for registration including each verification and submission. Due to which people try to come early in the morning right from 4 a.m. and the people who come later did not get chance for applying. Many people take leave from their office to do this work but even after waiting for a week or more time they have to wait for getting their application accepted. You have set up boundary limit of thirty days for making application within 90 days from date of marriage for which you charge Rs. 150/- and later up to 1 year Rs. 250/- including late application fine of Rs. 100/- But my question is if people want to make application before your set up boundary limit and even after making efforts to do so, due to your wrong system they are not getting chance to apply, how can you charges fine? The ‘S’ ward staff also do not co-operate to solve the issue neither they give proper information to the people. Also your system should be favorable for convenience of people as you are all government servant when people themselves are suffering due to your wrong administration. I request you to look into the concerned issue by properly enquiring at your ‘S’ ward office and ensure the necessary corrective and preventive measures to sort out this issue.
With hopes of your prompt and favorable response, I remain,

Yours faithfully,

Mr. Pravin Digamber Ghadi.
