Voltas Dealer asking money without bill

Hi,

I have purchased Voltas window AC along with Voltas stabilizer from KM group, Jaipuria Sunrise Plaza, Ghaziabad on 17th May 2016. I am TCS employee and at the time of purchase I asked for TATA discount on the product. Dealer said that I will get 18% discount on the product as TATA discount. I agreed on that. I also purchased stabilizer along with AC. I offered to pay the amount by credit card, but dealer denied saying that 2% extra charges would be taken from me. So I decided to pay by cash. I payed Rs 10000 upfront . I paid remaining amount plus Rs 400 as transporatation charge at the time of delivery.
Although I payed full amount stabilizer was not delivered to me. Dealer told me that he will deliver the same next day before installation as it not available. He also said that I have to pay Rs 550 as installation charge to him, to which I agreed thinking that it is a standard practice. Next day person from service center came and installed the AC without stabilizer as it was not delivered yet. I payed them Rs 300 for the wooden material that is used to cover the remaining portion of window.
In the meantime I also called dealer for stabilizer. He again said that its not available and will be delivered the next day and he will make sure that it will be installed properly.
Today he came to my house with a stabilizer and demanded Rs 550 as installation charge. I was at office and my mother was present at home. She asked him to install the stabilizer, to which he said that person from service center will again come for the installation. He again demanded Rs 550, then she asked him for the bill. He refused to provide the bill. Then she refused to pay the charges without bill. After that he took the stabilizer with him saying that it will be delivered only if we pay Rs 550.
I am ready to pay Rs 550, if it is valid amount and a bill for the same is provided to me. Request you to get this issue resolved at earliest. Attached is the copy of bill.
