Vodafone violates net neutrality

I have been charged for the past two months for content download and when called on customer care they just hold us for more than 12mins. this is totally unacceptable from Vodafone.. Till now i have been charged over 80 rupees in past 2 months for DNLD service.. even though i have an internet pack active.
This is a serious issue from Vodafone and occurs time to time.
Customer care centres don’t have any logical explanation for this deduction.

Please refund my money.

Note:- Customer care person told me, that i downloaded APk file and used google play store which resulted in deduction.
So annoying and misleading. People should sue Vodafone in court
