Vodafone is not user friendly

hi,
i asked vodafone customer care representative Mr. Satyapal singh for PIN2 to activate “fixed call” service in my phone. but he told me wrong PIN2 number i.e. 1234
after inserting this number three times my phone is asking PUK2
now, when i asked the solution they are telling that they do not provide PIN2 or PUK2

why ????

why the cc provide me wrong PIN2
