Valid TDR has been rejected, Because railway could not maintain the previous records. Whose Fault?

Location/place: Noida

Name of company/service: irctc.co.in/Indian Railway

Train No: 02394
Date of Journey: 27-11-2012
PNR No: 2441745167

Train Status: It was late at least by 18 hrs
(till the last time, I checked)

Result: I could not travel because of delayed train. So I filed TDR against above PNR No, but now received below mail text from railways.
