unsuccessful recharge amout not credited in my account

I have done a recharge of rs 70/- via freecharge.order id FCVM14102276899368 and transection by sbi online banking on 23/10/2014 by i did not received the talktime.
Upon mailing to freecharge they said as your transection was. Un successful so your recharge could not done, and we will either refund your money or give rs70/- credit on your freecharge account,but i am extremely dissapointed by their behaviour as they neither refund my money nor my freecharge account was credited by 70/-.
It was my first recharge with freecharge and i am deeply distressed by casual response.
I hope my query will be resolved and legal action will be taken at earliest.
