unnesessary cut in balance ever month

i havnt activated any type of service on my no. then also there in deduction of rs. 30 every month i have talked on your cutomer care no. but they are saying that they will not refund the money. last month also i have told them to deactivate all services if any, but this month also repeated the same process.
