Unnecessary balance deductions

I’m using tata docomo sim from 1 year.my no is 8976310188.
Tata docomo company has charged me 110 rs without any activation process.and when i talked to customer care he said there is a technical problem…call after 4 hours…now i’m calling but the call is not connecting.plz look towards it quickly…
