Unable to use internet even after recharge with Rs.348

Dear Sir/Madam,
on 20 feb13 i recharged my data card (No: 8459214630) with
recharge voucher of 348 rs. Online, but from that time i am not able
to access the internet. The software shows full signal strength and
device got connected in single attempt but no webpage opens because of
poor connection speed. The system shows only 1-5 kbps data rate.
I have complaint many times about this issue to MTS but nothing happened. Even the company dont give the acknowledgement of the complaint.
Kindly help me and solve my problem.
