System fault and we have to pay for that?

Location/place: Surat, Gujarat

Name of company/service: Uninor

On 8th Oct, 2012 I called 121 to know offers and I received offer of Rs.140 balance in Rs.120.
I recharged with Rs.120 and got only Rs.103.80
I again called 198 for complaint and the customer care executive put me on hold and then cut the line. Now I cannot contact any of the customer care number. Where to complain?
