SUBSIDIARY ON EDUCATION LOAN

Dear Sir,
This is in reference of my education loan, i have taken loan from PNB BANK, CHOWTARA BRANCH TARKESHWAR. Every time when asked to the bank manager about the subsidiary given by the government on education loan they denied that they haven’t get any circular regarding this subisidary. Then i call to the pnb customer care there also the same response given by the respondent that they don’t have any circular about the subsidiary. Please help me out where to complain about all these things, and from where i get all the information to took this subsidiary.
