StarCJ has cheated me & is not refunding my money

i had ordered for a Mini stepper to reach me before 26/7/2012 as i had to gift it.

StarCJ the tv shopping channel delivered it to me on 25/7/2012 but it is defective.

I have called them on the same day & asked for a refund. They keep promising me that they will get the Mini stepper collected from my house & give me a refund but nobody has come yet. Its been already more then 15 days

Please help
