speed post delay in delivery

I have book a speed post through JAIPUR GPO to DSSSB,Delhi on 13-6-12 at 13:46.the last date submission of app.form is 15-6-12 at 04:59.speed post service delivered postal article in 24 hours,but my application form delivered on 18-06-12.the app. form has been rejected due to late delivery at DSSSB,Laxmi nagar,Delhi.my article’s speed post no. is ER145131701IN.I can not participate in Delhi Water Board LDC exam.due to irresponsive duty of india post.please examine this complaint intensively,so no one could n’t neglect a common man.
